HDB 101: The Complete Guide to Singapore Public Housing

Public housing is how most people in Singapore actually buy their first home, but the rules β eligibility schemes, grants, the Minimum Occupation Period, EIP quotas β change often enough that yesterday's WhatsApp forward can be wrong today. This guide pulls together how HDB flats actually work, buying to selling, sourced and dated so you know exactly how current each figure is.
Researched and fact-checked against HDB, CPF Board and MND sources as of 27 September 2026. Where a figure could only be confirmed from a secondary source, or where hdb.gov.sg's own page is too interactive to quote directly, that's flagged inline β always confirm exact figures on the HDB website or HDB Flat Portal before you commit to anything.
1. What is HDB, and how big a deal is it?
The Housing & Development Board (HDB) is the statutory board that builds, sells and manages Singapore's public housing. It's not a niche option β the large majority of Singapore residents live in an HDB flat, and homeownership among them is very high by global standards.
As of 31 March 2025, there were 1,153,080 HDB dwelling units in use across 10,757 blocks.

2. Ways to buy an HDB flat
BTO (Build-To-Order)
New flats built to order and launched in regular sales exercises. You apply during a launch window and flats are allocated by ballot. BTO flats are priced with a subsidy relative to comparable resale flats, and typically involve a multi-year wait for construction to complete β commonly discussed as roughly 3β5 years from application to key collection, though HDB doesn't publish one fixed number since it varies by project.
Sale of Balance Flats (SBF)
Unsold or returned BTO flats and surplus units, offered in periodic SBF exercises β generally a shorter wait than BTO since many units are completed or close to it. Eligibility broadly follows the same framework as BTO.
Open Booking of Flats
A mode of sale for flats remaining after SBF exercises, generally offered on a first-come basis rather than balloted.
Resale flats
Existing flats bought directly from a current owner, on the open market. No balloting and no waiting for construction β but income ceilings, grants and quotas differ from BTO (see below). Executive Condominiums (adjacent, not HDB)
ECs are built and sold like private condos by private developers, but under HDB-style eligibility and income-ceiling rules at the point of purchase (income ceiling $18,000/month for new EC projects with land-sale tenders closing on or after 24 August 2026; $16,000 for earlier projects). ECs have a 5-year MOP and become fully private property after 10 years. They are not HDB flats and aren't administered by HDB the way flats above are β mentioned here only for context.

3. Eligibility schemes β who can apply together
HDB flats aren't sold to individuals in isolation β you apply under a scheme that defines who you're allowed to buy with:
- Public Scheme β the standard scheme for a family nucleus (spouses, parents, children, siblings) buying together.
- FiancΓ©/FiancΓ©e Scheme β an engaged couple can jointly book a flat before marriage, with marriage required to be registered within a stipulated period after key collection.
- Orphans Scheme β unmarried orphaned siblings (below 21, or in full-time education) can apply together as a family unit.
- Joint Singles Scheme β 2 to 4 unmarried Singapore Citizens/PRs aged 35+ can apply together.
- Non-Citizen Spouse Scheme β a Singapore Citizen can apply with a non-citizen spouse, subject to different grant treatment than an all-citizen household.
- Multi-Generation Priority Scheme β for households applying for a BTO flat near parents' or a married child's household, often with a priority ballot allocation.
- Single Singapore Citizen Scheme β a single, unmarried Singapore Citizen aged 35+ can buy a resale flat (2-Room Flexi and up) alone.

4. Ethnic Integration Policy (EIP) & SPR quota
EIP sets maximum ethnic-group proportions per HDB block and neighbourhood, to maintain a mix and avoid enclaves. The SPR quota similarly caps the share of flats owned by Singapore Permanent Resident (non-citizen) households.
How it affects you as a buyer: a resale purchase can only proceed if it won't push the block or neighbourhood over the quota for your ethnic group (or SPR status). Check before you make an offer β if you fail the check after paying an option fee, that deposit can be at risk.
How it affects you as a seller: if a block has hit its quota for your own ethnic group, you can only sell to buyers of the same group β this can shrink your buyer pool and put pressure on price or time-to-sell in some blocks. HDB has an assistance process for owners genuinely unable to sell because of this.

These grants can stack β a couple who qualifies for Family Grant + EHG + PHG together could realistically be looking at well over $150,000 in combined grants, depending on income and where they're buying relative to parents.

How much CPF you can actually use
CPF caps how much Ordinary Account savings can go toward a home, to protect retirement adequacy. The core rule: your maximum CPF withdrawal is generally the lower of the purchase price or valuation at the time of purchase β provided the remaining lease covers the youngest owner to age 95. If it doesn't, the withdrawal is capped at a lease-coverage-scaled percentage instead. Members aged 55+ buying a 3-room-or-smaller flat may also tap excess Retirement Account funds above their Basic Retirement Sum.

6. Minimum Occupation Period (MOP)
MOP is the period you must physically live in your flat before you're allowed to sell it on the open market, rent out the whole flat, or buy private residential property. For BTO/new flats it runs 5 years from key collection; for resale flats bought with a housing grant on or after 30 August 2010, it's also 5 years from the date the resale completes.
MOP requires actual physical occupation β time spent not living in the flat doesn't count, and construction/waiting time for a BTO doesn't count toward it either. Renting out individual bedrooms while you continue living there yourself is allowed before MOP is up (subject to normal subletting approval); renting out the whole flat is not.
HDB does review case-by-case exceptions β for example bankruptcy, divorce, death or disability of the sole breadwinner, or terminal illness.

7. Buying a resale flat: the process, step by step
- Register your intent to sell / buy on the HDB Resale Portal (part of the HDB Flat Portal).
- Get an HDB Flat Eligibility (HFE) letter first β this confirms your eligibility and loan eligibility before you start house-hunting, and you'll need it even if you're applying for a bank loan instead of an HDB loan.
- View flats and check the EIP/SPR quota for any block you're seriously considering (see section 4) β do this before you commit to anything, not after.
- Option to Purchase (OTP) β the seller grants you an OTP in exchange for an option fee; you then exercise the OTP (paying an exercise fee) within the agreed option period.
- Submit the resale application within 7 calendar days of exercising the OTP β miss this and the application is cancelled with no refund. Both buyer and seller submit together and each pay an administrative fee; you'll need to declare any private-property interests, ownership shares, and bankruptcy status.
- HDB reviews and approves the application while you finalise financing and CPF arrangements.
- Completion β the transaction completes and you get your keys.

8. Selling, downsizing and upgrading
Resale Levy
This only applies if your household has already received one housing subsidy and is buying ANOTHER subsidised flat (a second new HDB flat or EC bought directly from a developer with a subsidy) β it is not triggered just by selling your first flat, and not triggered by later buying on the resale market or buying private property.

Paid in cash or from sale proceeds only β never via CPF or a housing loan. These figures apply to first subsidised flats sold on or after 3 March 2006 and have been stable for years, but confirm on hdb.gov.sg before quoting to a client.
Lease Buyback Scheme (LBS) & Silver Housing Bonus (SHB)
Two schemes that help older owners unlock cash from their flat for retirement, without moving out entirely (LBS) or by right-sizing to a smaller flat (SHB). Both require at least one owner aged 55+ (LBS: 65+), a household income ceiling, and MOP to be met.
- Lease Buyback Scheme: HDB buys back the "tail end" of your lease while you keep living there under a shorter lease. Bonus of up to $30,000 (3-room or smaller) down to $7,500 (5-room+), on top of the lease-buyback proceeds.
- Silver Housing Bonus: for owners who right-size to a 3-room-or-smaller flat. Base bonus up to $30,000, plus a further $10,000 for downsizing to 2-room or smaller β up to $40,000 total per household.

Home Improvement Programme (HIP / HIP II) & EASE
HIP covers essential repairs (fully government-funded β spalling concrete, plumbing, electrical upgrades), optional upgrades (subsidised β toilets, entrance doors, refuse chutes), and EASE improvements for seniors, all bundled into one programme for flats built up to 1997. A block only proceeds if at least 75% of eligible Singapore Citizen households vote in favour.
EASE itself is also available on its own, outside HIP, for any household with a member aged 65+ (or 60-64 needing help with daily activities) β grab bars, ramps, slip-resistant flooring and similar, heavily subsidised (households commonly pay well under $100 for the full package, sometimes fully funded for rental-flat seniors).

VERS and SERS β redevelopment, not the same thing
The Selective En-bloc Redevelopment Scheme (SERS) is real and has ongoing sites β HDB selects specific older blocks for redevelopment and offers owners a replacement flat plus compensation.

9. Renting: subletting your flat, or renting one
Subletting rules for flat owners
You must have satisfied the 5-year MOP before renting out your flat, whether the whole unit or just a bedroom. Whole-flat rental just needs a self-service eligibility confirmation on My HDBPage β no separate application. Bedroom rental needs HDB approval before the tenancy starts, a $9 admin fee per application, and any changes reported within 7 days.

The higher caps for larger flats are a temporary, transitional measure β worth flagging to any client planning around this beyond 2028.

Public Rental Scheme
For Singapore Citizen households with no family support or other viable housing options β assessed holistically rather than against one fixed income ceiling. Only 1-room and 2-room flats are available under this scheme, with rent scaled to household income.
Parenthood Provisional Housing Scheme (PPHS)
Interim rental for Singapore Citizen families/couples waiting for a booked BTO or SBF flat to complete β up to 3 years, combined household income capped at $7,000/month, and no household member may currently own an HDB flat. A newer "PPHS (Open Market) Voucher" variant, launched 1 July 2024, lets eligible families use a voucher to rent on the open market instead of an HDB-allocated unit.

10. Other current programmes worth knowing
Fresh Start Housing Scheme
Helps families with young children currently living in public rental flats buy their own home. The grant was enhanced from $50,000 to $75,000 ($60,000 upfront to CPF OA before key collection, $15,000 over 5 years after), effective from the July 2025 BTO exercise, with first-timer families (previously excluded) eligible to apply from April 2025. In practice, most first-timer families with children come out ahead using the Enhanced CPF Housing Grant instead β Fresh Start is really aimed at second-timer, public-rental-tenant households.

Green Towns Programme
A 10-year sustainability plan (through 2030) targeting a further 15% cut in HDB towns' energy use, on top of a 10% reduction already achieved since 2005 β solar panels, smart LED lighting, rainwater harvesting for non-potable use, "cool paint" pilots (reported up to 2Β°C cooler), and rooftop greenery/urban farming.
