New P1 Registration Rules: Expanding Housing Choices for Families Near Top Schools

Starting from the 2027 registration exercise, 12 sought-after primary schools will reserve spots for children living beyond the traditional 2km radius. This change aims to enhance access to these schools and promote social mixing, as many of the schools are situated in areas where public housing comprises less than 40% of the homes nearby. As a result, parents can now broaden their property searches, potentially easing some of the intense competition associated with living close to these educational institutions.

However, while this policy gives parents more options, many property analysts believe that the demand for homes close to these schools will not decline significantly. The schools affected are located in prime districts, which remain attractive for reasons beyond just education, such as their overall living environment and amenities. For example, areas like Bukit Timah and Marine Parade are desirable neighborhoods that continue to draw buyers, regardless of the new registration rules.

Christine Sun from Realion noted that families may still prefer living within the 2km radius, as it might offer a perceived competitive advantage, albeit reduced. The new system, which includes a two-track approach to admissions, means that children living within 2km will have a different allocation of places compared to those living further away, but the proximity will not provide a priority in either group. Hence, while parents can cast a wider net, those opting for homes beyond the 2km mark may face a different set of challenges, such as longer commutes.

From a property agent’s perspective, this development could potentially reshape the real estate landscape around these schools. There may be a redistribution of demand as families assess new options. Locations that were previously overlooked due to their distance from schools might see increased interest, as parents realize they no longer need to pay a premium for proximity. For instance, neighborhoods like Toa Payoh, Kallang/Whampoa, and Bukit Merah could become more appealing alternatives for families looking to enroll their children in schools like ACS (Junior) or Nanyang Primary School.

For everyday buyers, sellers, tenants, or landlords in Singapore, this change marks a pivotal moment. Families looking to purchase or rent homes should consider expanding their search radius to include areas that were once considered too far from desirable schools. For example, the median resale price of a four-room HDB flat in Marine Parade is around $632,500, significantly lower than the median price of a comparable condominium unit, which stands at $2.13 million. This is an important consideration for families who want to balance quality education with budget constraints.

Additionally, landlords with properties in the newly expanded zones may find a fresh wave of interest as families look to move into areas that offer both good schools and reasonable rental prices. The demand for HDB flats, which generally offer more economical choices compared to private condominiums, may see a boost as parents seek to maximize their housing budgets while still securing a place in a reputable school.
